Two McAllen Police Officers Fired After Excessive Force Investigation

The McAllen Police Department has taken action against officers who failed to follow proper procedures. A video released by McAllen Police show officers Ulysses Bautista and Luis Zuniga arresting 23 year old Aaron Soto. Soto was arrested in May for driving while intoxicated. Police reports state Soto spat on Officer Zuniga’s face. It was then that the officers pulled Soto out of the patrol car and Bautista allegedly kicked him while hand cuffed.

Soto was transported to a local clinic for medical treatment. Later he was transferred to a hospital in San Antonio for x-rays and possible surgery for major fractures to his left cheekbone. The mayor and city commission were notified of the incident on Monday afternoon. The city self-reported it to the FBI for further review.

Kevin Pagan, McAllen City Attorney says, “The actions that these officers engaged in is not the kind of actions the city condones or tolerates. And hopefully the city will rest assured that when it comes to our attention, then we’ll take appropriate action.”

Officer Bautista was fired last week but has already appealed the police department’s decision. As for Officer Zuniga, he’s resigned from the force effective September 9th.

The city commission says they want to be as transparent as possible. They decided to publicize the incident soon after finding out.
