HARLINGEN, Texas – The Harlingen Police Department officially has a new leader. Michael Kester was sworn in as Chief of Police during the regularly scheduled City Commission Meeting of May 15, 2019.
While he is new to the position, he’s not new to the department. Kester has been serving the citizens of Harlingen for 29 years. He began his career in law enforcement in 1990 as a patrol officer and for more than 16 years served in an executive leadership role.
He was second in command since 2016 and served as Interim Chief twice. Once in 2011 and most recently in December 2018.
He brings to the department a wealth of expertise in firearms, accident investigations, field training, as well as management. As the assistant, he directed the day to day operations of the department that has an authorized strength of 143 officers and 42 civilian employees. His many years of progressive experience in law enforcement and extensive knowledge of the officers and city will help him lead the department.
