UIL State Executive Committee Meeting Results
FOR IMMEDIATE RELEASE
AUSTIN, TX— The State Executive Committee of the University Interscholastic League issued penalties to coaches and a school for violation of UIL rules on Monday. The committee also handed down decisions on the eligibility of several student athletes.
Hidalgo Early College High School was issued a public reprimand and was placed on probation for two years for violation of UIL rules. The State Executive Committee suspended former Hidalgo Early College High School coach Arnold Martinez from coaching at a UIL member school and requested that he appear before the committee before the suspension may be lifted. Additionally, Hidalgo Early College High School coach Monica Rodriguez was issued a public reprimand and placed on probation for one year.

Section 1201 Athletic Codes
(a)7: Athletic Code means to not recruit or entice any student to attend and participate at your school.
Section 1206 School Practice and Game Restrictions
(g) School Summer Practice Prohibited: No practices for purpose of intruction -- no organized practices during summer months, except when provided within the plans of (h).
(h) Summer Strength and Conditioning Programs: May be allowed only under following conditions
1 - May be conducted by coaches Monday-Thursday of each week from first day of summer vacation to fourth Thursday in July and may not exceed two consecutive hours each day.
2 - Students may attend only one, two-hour session each day (conducted by coach).
3 - Session conducted by coaches may only include incoming ninth graders and above.
4 - Sport specific instruction is prohibited. Sports specific equipment is prohibited. Groupings of athletes by position is prohibited.
5 - Clothing may be provided by the school.
6 - Attendance is voluntary.
