White House defends handling of IRS scandal; GOP question timing of revelation.
(NBC News) New revelations in the IRS scandal have observers asking what President Obama knew, and when he knew it.
The latest disclosure that Chief White House Counsel Kathryn Ruemmler learned on April 24th about the IRS targeting conservative groups raises new doubts about President Obama's insistence that he learned on May 10th from news reports.
Still, White House Press Secretary Jay Carney insists the president did not know in April and would not have acted.
"The cardinal rule is to not intervene in an independent investigation or to take any action that could be seen as intervening," Carney explained.
Critics are more focused on May 2012, asking if the scandal were covered up to protect the Obama reelection effort.
IRS Acting Commissioner Steve Miller became aware of the targeting at that time and says he kept quiet, but Republicans suspect Miller warned higher ups.
