EDCOUCH ELSA, TEXAS (NEWS CENTER 23) — There were more changes for the Edcouch Elsa independent school district after a closed session, by board members, decided to place Superintendent Frank Perez on paid leave and voting in Richard Rivera as interim superintendent. NewsCenter 23 contacted the district, throughout the day, on the reasoning of place Perez on paid leave, but no one has returned the station's calls.
