HARLINGEN — Police arrested 27 year-old Phillip Williams Jr. and 23 year-old Kimberly Woodfork after police witnessed the two stealing nearly $300 dollars in DVD's from a Walmart and then going to Valle Vista mall and selling the stolen DVD's to the Sam Goody store.
