HARLINGEN — Bird watchers have something to be excited about as city chamber members held a ribbon cutting ceremony at Hugh Ramsey Park for the revitalization of four ponds. The ponds were dried out from the drought and so the city installed a water system and now the ponds are full of water again with the project costing $280,000 dollars.
