Civil rights group to sue BISD

Accion America, a civil rights group is accusing the Brownsville Independent School District of classifying students who don't speak english as mentally impaired, all to get more money from the state. Accion America will start the effort to file a class action lawsuit, including hundreds of parents and children whose rights, they say, were violated by the negligence of BISD.
