if they want to be more successful smuggling then they need to start decoying cars as they cross the border. mark them with a small amount of illegal substance to decoy the dogs. if they did this to all/many cars the dogs would be decoyed. same thing with people mark them with a very small amount and the dogs hit on them. over time the dogs hitting on decoyed subjects would make them less reliable.
