California city vows to remove mosaic of "Surfing Madonna" from train trestle.

City leaders in Encinitas, California say a mysterious mosaic must come down.

The so-called "Surfing Madonna" appeared on a train trestle over Easter weekend.

It's drawn hundreds of admirers, but after weeks of deliberation the city declared that it is graffiti that must be removed.

Some also claim the depiction of Our Lady of Guadeloupe riding a surfboard is sacrilegious and offensive; others say it's a beautiful work of art.

No one has claimed responsibility.

The city has already paid $2,000 to a Los Angeles art studio to study the piece.

Among the findings: Whoever put it up, doesn't want it to come down easily.

Eight panels are attached with high strength epoxy glue.

The artwork could last up to 10 years.
