Vehicle driven into canal, motorist flees scene, leaving injured passenger behind

Harlingen police arrested a motorist after the vehicle he was driving was found partially submerged in a canal with police having to save the passenger.

On Thursday, August 8th around 9:15 p.m. police responded to the 100 block of North O Street in regards to a vehicle in a canal.

According to the caller a male had exited the car in the canal and fled the scene on foot. When officers arrived to the location the noticed a passenger still in the car and immediately entered the water to rescue the person.

Officers were able to stabilize the person until the Harlingen Fire Department arrived to remove the person, with serious injuries, and transport them to Valley Baptist Medical Center.

Police searched the area for the driver locating him near Barton Street and identifying him as Ivory Joe Rice, 53, who appeared intoxicated and soaking wet.

He was positively identified as the driver of the vehicle and given a breath analysis test which indicated he was intoxicated twice the legal limit.

Rice was charged with accident involving injury with a bond of $35,000 and the passenger is still under medical care.
