It's official, South Padre Island will be the second city in the Valley to pass a plastic bag ban.

City council members approved the second and final reading on the plastic bag ban  on Wednesday evening. Under the new ordinance a voluntary ban will begin in February  and on January 2012 no plastic bags will be allowed on the island at all.
