Proposed Law to Lift Ban on CHL Restrictions

"CHL for everywhere!" Those are the words of Drew Springer, a Texas lawmaker, proposing that concealed handgun licensees be allowed to take their guns into previously restricted places.

News Center 23 Reporter Na’Tassia Finley visits the range with one CHL holder to discuss the issue.

He's legally carried now for about a decade and he's not alone. Nearly half a million Texans are concealed handgun license holders.

Escobedo got his CHL back in 2003 for personal protection, but the restrictions on carrying in certain places has meant he's carried less over the years.

"I find myself not carrying because during the course of the day when I went out, there would be one or two places prohibited. With this new law, I would be able to carry 100-percent of the time which is what anyone with a CHL should be doing," said Concealed Handgun Licensee, Jaime Escobedo.

Meanwhile, Texas lawmaker Drew Springer has proposed lifting a ban on prohibited places for CHL holders.

This means churches, hospitals, sporting events and even bars, among other places would allow CHL holders to bring in their firearms.

"I believe a prohibited place where a law abiding citizen is not going to carry their firearm, but it's not a place where a criminal is not going to commit a crime with a firearm."

The CHL law first went into effect back in 1995, it's been around a while, but Escobedo believes that this in fact is the right time to lift the ban.

"It's something that needed to be a slow process. The law has had a chance to take its course, now we've got good statistics and the stats are in our favor, I say our, as a CH licensee," said Escobedo.

The Texas Department of Public Safety says CHL holders are actually 15-times less likely to commit a crime than the general population.

If the measure does pass, Escobedo plans to once again, carry on a regular basis.
