Thursday, September 2, 2010 - 2:07pm

Outer Banks expected to feel winds and rains later today.

Hurricane Earl continues to inch closer to the Carolina coast.

Forecasters believe it will brush the Outer Banks late tonight and into Friday morning with violent winds and heavy rains..

On the beach, some are digging in, but many have already started moving out.

Evacuation orders are now in effect in several counties along the coast.

The Red Cross has already opened a dozen shelters, with two dozen more on high alert.

Even if Earl doesn't make landfall forecasters believe it will be close enough to deliver tropical storm or hurricane force winds, driving rains and violent seas.

The National Guard has been mobilized and the governors of North Carolina, Virginia and Maryland have already declared a state of emergency.
