MCALLEN — The Peeping Tom, who was caught taking inappropriate pictures of a woman at a local Marshall's store has been arrested. Police arrested 29 year-old Carlos Teran Jr. over the weekend and he was charged with improper photography of an adult female and his bond was set at $20,000 dollars.
