BROWNSVILLE — Portland, Oregon police were in Brownsville in hopes of solving a cold case after Jeffrey Cutlip called local police and implicated himself in two Portland murders in the 1970's. Cutlip is in the Cameron county jail awaiting extradition to Portland, Oregon.
