Graffiti writers face stiffer penalties.

New laws go into effect today, such as cell phone use in school zones and the use of seatbelts, but old crimes like graffiti writing are getting stiffer penalties. Offenders will now have to perform mandatory community service based on the amount of damage caused, and fully reimburse the property owner any expense for the clean-up.
