A former soldier suspected of shooting a man in the chest and back faced a judge on Wednesday.

Police say 27 year-old Oscar Garcia is charged with criminal attempted murder. Police believe Garcia shot one of his neighbors around 2:30am on Tuesday outside his home. Garcia managed to escape from police and SWAT officers in home later Tuesday morning, but a tip lead police to a home on Georgia street where he surrender.

He is being held on a $1.5 million dollar bond.
