A Brownsville officer caught Hector Rojas Muncivaez slamming his dog on the concrete and arrested after the dog was visibly hurt. The dog was taken to a shelter and personnel confirmed that the dog had sustained injuries. Muncivaez was charged with animal cruelty and given a $3,000 dollar bond by a judge.
