BROWNSVILLE — Police have arrested 38 year-old Hugo Alberto Montalvo for indecency with a child after police received a call about a disturbance call on the 3100 block of Valetta street. A woman at the location reported that a child, under 16 years of age, complained about inappropriate contact by Montalvo.
