BROWNSVILLE —  Police arrested Servando Gonzales Maldonado for taking a picture under a woman's dress at the Target store located on Morrison road. Another shopper witnessed Maldonado taking the picture and informed the victim who alerted store security. Police questioned Maldonado and he admitted taking the picture and police then arrested him and he was charged with improper photography.
