Fourth Suspect Charged in UTPA Kidnappping Case
EDINBURG — A new arrest in the University of Texas Pan American kidnapping case as a fourth suspect faced a judge. Elva Mendoza Navarro and her husband, Miguel Navarro, were charged with engaging in organized criminal activity on Thursday. She was arrested and charged for helping her husband and two other men to transport and relocate the kidnapping victim. Mrs. Navarro was given a $500,000 dollar bond and her husband was given a $1 million dollar bond on the charges.
