DPS changes policy on aerial shooting at moving vehicles

Some activist groups are applauding a policy change by the Texas Department of Public Safety after Director Steve McCraw announced that the agency will no longer permit shooting at moving vehicles from DPS helicopters.

The decision follows a review of October's 2012 helicopter shooting near La Joya in which two undocumented Guatemalan immigrants were killed when they were hiding under a tarp in back of a suspected smuggling truck. Until the change in policy, the State of Texas was the only Southwestern border state that allowed such aerial shooting at moving vehicles.
