Man's foot fetish gets him arrested on improper photography charge

Brownsville police arrested a man after a woman made a complaint about pictures being taken of her legs and feet without her permission.

On Monday, June 23rd a 32 year-old woman informed security officers at the Brownsville/South Padre Island airport of a man taking pictures of her legs and feet without her consent.

Security officers notified Brownsville police who then questioned the man, identified as Scott James Lord, 42, from Round Rock and informed him of the woman's complaint.

Lord admitted to officers he had taken pictures of the woman due to his foot fetish. Under the a state penal code, section 21.15, also known as the Improper Photograph statute, it is a felony to visually record or photograph another person without their consent to arouse or gratify the sexual desire of another person.

Lord was arrested and charged with improper photography and handed a $10,000 bond.
