BROWNSVILLE, TEXAS (NEWS CENTER 23) — On Sunday February 10th, 2013 Jorge Serna (50) was arrested for improper photography. He was caught taking pictures of a 13-year-old child’s breasts. The father approached Serna and the police were called. When they tried to take Serna’s cell phone, he threw it on the ground and began to step on it trying to break it. When officers looked through the phone, they saw a picture focused on the child’s breasts. The child was wearing clothing at the time of the picture.
