SAN BENITO - A water ordinance that targets RV site owners is causing quite the stir. The ordinance was passed by the city commission last October and requires RV site owners to pay a $10 dollar base water fee every month, even is the site is unoccupied.

One RV site owner believes this new ordinance is illegal because the fee violates a state law that prohibits cities from charging water fees to unmetered sites.
