RIO GRANDE VALLEY — The drought isn't over, but water levels are no longer at dangerously low levels and now cattle owners are looking to buy back their herds. Cattle owners say many ranchers were forced to sell off their herds, but now with the drought easing off farmers are feeling more comfortable again with getting some of their cattle back.
