The Brownsville animal shelter supervisor says the attack was almost predictable.

"The owner had a tortilla in her hand one of the dogs jumped up and grabbed the tortilla and another dog came over to grab to get some of the tortilla. So they started fighting, when the owner jumped in the middle to separate them they started attacking her."

Brownsville law limits residents inside the city limits to no more than three dogs.

"Due to the fact that it is 26 animals it will probably be a lengthy little battle that we will probably have dealing with the owners in this case she does want them back she's not going to be able to properly care for 26 animals."

For now the shelter has the dogs quarantined for 10 days. Within those days the shelter will examine the dogs to see whether they are aggressive or not. After the dogs are quarantined it's up to the owner to decide the dogs’ fate.

"If they sign over the animal right over …the animal right away… and we believe the animal is not sociable or is not adoptable we'll go ahead and put it down right away."

Biologists say dogs have a pack mentality like wolves. They begin to hunt together and attack together. Scientists say if the alpha dog attacks the other dogs frequently will follow.

Socialization is important for puppies. Experts recommend introducing your new dog to as many people as possible, but they also remind us that dog behavior…is never completely predictable. Reporting from Brownsville, Abigail Camilo, KVEO Newscenter 23.
