Felipe Calderon is the first foreign leader to address Congress this year on Thursday. Elected in 2006 to battle the drug cartels and revive Mexico's economy, Calderon say that can keep Mexicans from wanting to work illegally in the United States. He said he does not favor breaking the rules, but he praised Mexicans who are working hard for America. Calderon called Arizona's new effort to catch illegal migrants as racial profiling with Arizona Senator John McCain calling Calderons statements as "unfortunate, weighing in on U.S. domestic policy."
