Efforts to keep distracted drivers off the roads are intensifying.

On Tuesday the Department of Transportation will hold its second national summit on the issue.

New government statistics say distracted driving killed more than 5,000 people last year and injured a half million others.

In addition to tough penalties and greater awareness, safety advocates hope to change the culture in hopes of saving lives.

A National Highway Transportation Safety Association study found that the proportion of fatalities associated with driver distraction increased from ten to 16 percent between 2005 and 2009.

This comes as overall traffic fatalities fell to its lowest levels since 1950.

The study says the under-20 age group is most likely to drive distracted.
